counselling is the period during which colleges' seats are allotted to students according to their marks and category and other factors , for admission. 1st and 2nd rounds are the rounds of allotment. if you dont get a seat in 1st round then he can try again in the 2nd round but wether he will get or not depends on his marks n cut off.
