You can apply for KVPY SB stream in the year in which you take admission in the 1st year of your B.Sc programme....in the beginning. One is supposed to register online as soon as the registration begins in July.

You can appear after end of first semesters of UG program leading To Bsc and must have minimum 60%aggregate marks in 12th as well as in 1st twar final exams to be awarded the amount 

Students in first year of UG program are eligible to appear. 

However students must lursue Bsc from Recognised University to avail benefits.
