Hello dear it is still not clear that when will commencement of classes this year takes place.It generally starts in the last week of July but as you know that last round is on 23rd July 2019 ,so it is not possible that classes will start from July.Most probably classes will start from First week of August rest you can check daily on the link provided by me and keep updated.

As per your doubt I feel that you are too intrigue to begin your college life as earlier as possible.
So , its good that you are concerned about it .
As you have already cleared that cutoff process will finish till 23rd of July so you can have a probable idea that classes may start from August as I know from the previous year record , these  started nearly from august .
So don't bother about it and untill  you can  collect knowledge of subjects which you will study in your bachelor and can enjoy your vacations .

Irrespective of the schedule of release of cut offs, the academic session always starts around 20th of July in the University of Delhi. The students who take admission later can join college afterwards. 

The schedule may vary from college to college. You will be informed about it. Do not worry.

As mentioned in the official website in the holiday calendar, classes must begin from 20 the July 2019 . But as said by you, admission process is till 23 July, so the start of classes might be delayed a little. Anyways it will surely begin from the last week of July. Please keep an eye on the official website here
