Hello dear student,

The state from where you belong makes you to citizen of that state. And you can get a certificate issued by the government the name of the certificate is domicile which is a prove that you are a citizen of that particular state. So this is known as the certificate of state of eligibility. I hope this was helpful

state of eligibility is applicable for the state from where you finish your class 12 education independent of state of residence
