Hi. If you belong to OBC category, you have to apply for the certificate in your state/ district's DC office. It can also be made in the tehsildear or SD M ( sub-divisional magistrate ) office. Once you get it made, you can upload its scanned copy and you have to do it in order to get the benefits of reservation .
