No there are no colleges which provide a Bachelor's in business administration/BMS/BFIA/BBE degree under the university of delhi to candidates which don't have had mathematics as a subject in class 12th boards. It is one of the eligibility criteria. You can on the other hand apply for admissions to Indraprastha University or even Jamia Millia Islamia.
