Hi. Please consider the following:

Uttaranchal University: The fee is 5.86 lakhs and the highest package offered is 21 lakhs.

UPES: The fee is 15.31 lakhs while the highest package is 17 lakhs.

Uttaranchal university gives you a better ROI than UPES. So, I would suggest you to go to Uttaranchal University.
