B.E. Information Science and Engineering is an undergraduate course with a specialization in the field of computer science and Information Technology related aspects. The course is an engineering specialization in the domain of Informational Science and Engineering. They can work as a Software engineer, IT Manager, Software Tester, Application developer, Web designer etc.

B.Tech. Computer Science is an  engineering undergraduate course  in computer sciences. This course gives you a vast knowledge of calculus, algorithms, computer architecture, database learning etc. They can work in profiles such as Software Engineer, Testing Engineer, System Analyst, and Technical Support Engineer.

The curriculum of both the courses have similar topics and both of these provide some similar work areas so you should decide on your interest, be is a more theoretical in nature and btech is more practical oriented. Both of these courses provide good opportunities.
