why a state board students find it difficult for getting seat in mbbs in gov seat.at first attempt?

No I don't think that this is the case. The MBBS Seat highly depends on your score in NEET. It has the minimum eligibility of 50% in your class 12th. And there is no preference  given to any of the board, like CBSE or Rajasthan , or MP Board. So don't think this, no preference is given to any board, it is an unbiased decision based on NEET Scores.
