Why Ap eamcet has fixed marks for qualifing but many engineering colleges have vacant seats

The qualifying marks percentage for AP Eamcet is that the candidate must score atleast 25% of the maximum marks.But this rule is not applicable for Scheduled Caste and Scheduled Tribes.The reson behind the fixed marks might be to improve the quality of the enducation and take only those candidates who meet minimum requirements needed for Engineering.
Past few years,there are many seats going vacant due to many reasons and they might be :
- The number of students is more than the number of seats.
- Some students quit AP Eamcet counseling after getting admission in IITs or NITs or IIITs or any other colleges or through any other entrance exams etc
- Some of the students will not be satisfied with the branch or college which has been allotted to them and they quit AP Eamcet couseling.
