Dear Vikrant, except for Jammu and Kashmir, all States contribute towards 15% Central Pool.and 27% of these seats are allotted to OBC Candidates. This is a rule that every State sticks to. And All India Counselling is conducted by the DGHS on behalf of MCC. So there cannot be any possibility that OBC Candidates of these States might have not secured seats in All India Counselling. The Central Pool is a generalised pool which doesnt marginalise candidates by the States they belong to. Getting a seat depends on various factors. If the candidates do not meet the required cut offs, they would not get a seat. It is as simple as this. Belonging to a certain State had got nothing to do with that.
