Its pretty safe in Srinagar.

There is no harm in joining NIT in Srinagar after the act of article 370 because no one will harm you.

There are so many south indians who are studying there and they are completely fine .

Their fight Is between the government and not with the students so you are safe and you can feel free to join.

I understand your dilemma , but still I think yes it will be good to go there.Things are changing fast. You may find some problem but at the end you are in nit. This itself is complete for all your upcoming struggles (if you find any however you will not find anything like this).
