Yes , obviously MHCET Exam will be conducted in 2020  The Syllabus of MH CET 2020 will contain various topics from the subjects of Physics, Chemistry and Mathematics/Biology.

It is impossible to tell whether MHT-CET will be conducted in 2020 or not. The rules set by the Government change instantly. So for all you know, 2019 might be the last year MHT-CET is conducted. However, there have been speculations since the last 45 years of CET being replaced by some other exam, but has never happened. So please don't worry about it.

As for the 2nd part of your question, you can be from any valid and recognized board for getting admitted into an Engineering college in Maharashtra. All you need to do is get the qualifying score for that specific college via. MHT-CET and then apply through the CAPs rounds.
