Yes,  you can get into HBTU through the spot counselling,  but as far as the branch is concerned,  it totally depends upon the fact that how many seats are left after the court round of the online counselling,  therefore in the situation the advisable thing would be that,  try to reach first and try not to create any fuss as far as the subject of fee payment is concerned.

Usually every year there is spot counselling round in HBTU as usually a good number of seats go empy or vacant in core branches. Please do not expect seats in branches like CSE or IT to gop vacant in large numbers maybe one or two at max. Your chances at core branches like ELECTRONICS OR COMMUNICATION will be higher.See spot rounds are conducted only when seats after round 3 are empty.
