Yes ,you can apply for M.Tech in computer science or related fields at IITs and IISc if you graduate with a mathematics degree and qualify GATE in computer science .
Even though your degree is in mathematics, qualifying GATE in computer science makes you eligible to apply for M.Tech in CS at IITs and IISc.However, admission also depends on your GATE score,meeting Institute-specific cutoffs etc.
It is advisable to check the specific eligibility criteria of the IITs and IISc you're interested in,as some may require CS background or coursework.
