Although the result of CSAB special round-2 was to be announced today on 1 August, however, unexpectedly CSAB has not declared the result of special round 2 even after 5:00 P.M. Thus it is unclear as to when exactly the result will be announced but most probably the result should be announced till tomorrow if there is no further notice. Hope this helps.

The authorities have released the detailed list of JoSAA 2019 reporting centres where candidates who are allotted seats during the counselling process will have to report. There are 18 reporting centres for IIT seat allotment and 45 for NITs, IIITs and GFTIs. It is important for the selected candidates to report to the JoSAA 2019 reporting centres and if not done, it might lead to cancellation of admission.
Yes you can report to any NIT+ RC, there is absolutely no restriction of your choice, it logical that you would choose a RC closer to you.

Hope you are doing well. Well, coming to your question, the answer would be Yes. NIT AP is A very good college. It's is one of the top college of Andhra pradesh.Yes there are fee waivers in this colleges which are listed below:-
1) 100% tution fee waiver would be given to the SC/ST/PH students.
2) Full remission of the tution fee would be given for the GENERAL and OBC students. But there is a condition. This would only applicable to the students, whose family income is less than 1lakh per year.
3) remission of 2/3rd of the tution fee will be given for GENERAL AND OBC students. This would only be applicable to the students, whose family income is between 1 lakh to 5 lakh per year.

Brother, well it would be easier for me to decide, if you had given your JEE CRL rank.
But as you have EWS quota and HS for AP and considering your rank, it looks you have a fair chance of getting a seat at NIT AP.
But I won't recommend ou to join this college. It has just an NIT tag and other than that it does not have a Infrastructure, permanent faculty and not even ranked by NIRF.
I would recommend you to prefer newer NIT's or IIIT's instead of NIT AP, though end choice is always your's

See if you talk about Nit Rourkela it is obviously a good college when compared to Nit Andhra Pradesh. You get more opportunities in nit Rourkela as compared to nit Andhra Pradesh.
But branch wise although metallurgy is better than food processing. But I will suggest you to go for nit Rourkela. Rest decision is yours to take.

NIT AP is too good with beautiful infrastructure facilities.And talking about courses here, these are the best courses you will get.I really love all the infrastructure they are providing to students.The reason behind that I joined NIT AP is sports area .We have very large ground.The college is constructed around 230 acres.
NIT AP is one of the best college, so it has got the best facilities and infrastructure.classrooms are totally filled with Air conditioners and all.students got many facilities.we have sports period so that we will play lot of sports because we have larger play grounds.All the facilities are too good and nice.
The quality of facilities that we get here are really amazing.We have smart boards ,Air conditioners, digital electronics and many other.students will get all the facilities whatever they required.Also the hostel infrastructure is also amazing.The quality of mess food is also pretty good with decent balanced diet.
