First round of AIQ counseling have free exit,i.e if you don't joined the allotted college you don't have to forfeit your security deposit money. Although second round is totally different from this,here you will either have to take admission in college allotted in second round or leave the college by forfeiting your security deposit money.
Now if we talk about counselling time then counselling of first round AIQ will start first as soon as after results declaration after completion of first round of AIQ, States counselling get started and completed depending on state counselling date's.
Once state first round counselling is completed the second round of AIQ counseling will take place.
So usually this is the common order of counselling but it's vary state to state counselling authorities. So if tamilnadu state conduct counselling just furst completion of first round of AIQ,you may wait for state quota allotment. Otherwise Go in second round of AIQ counseling with your own risk.

Christian medical College, Vellore is one of the premiere institute for studying medicine in india. It ranks third according to latest NIRF ranking all over India.
There are total 100 seat on which only 16 seats are open for students all over India and 84 seats are reserved for christian minorities Candidates.
As your profile suggest you are from Madhya Pradesh so you will be competing for 16 seats which cut is usually 630-640+ marks. For getting addmission here you will have to register and fill application form for CMC, Vellore.

You must be aware that CMC, Vellore is one of the most premier medical College of India to study medicine. It ranks third in medical College all over India.
It has only 16 seats open for all india open category seats whereas 84 seats are reserved for minorities and wards of employee.
So due to this less number of seats, getting you this college at your expected marks is very less.
Usually cut off marks for open category student are 620+ marks. So I don't think you stand any chance at your expected marks in CMC, Vellore

Last year the cut off for government medical colleges under All India 15% Quota was a rank of around 12000. So based on this, it is difficult for you to get a government seat this way.
Since you're from Kerala, you are eligible for the private open seats in Karnataka. Last year the cut off rank for St John Medical College, Bangalore was 10800. So on this basis, it is difficult for you to get a seat here. There are just 16 open seats in CMC Vellore, to get a guaranteed seat there you need to be in the top ranks.
