Getting a seat through all india quota at these Marks is not easy in general category,  but you can always try for state quota seats or try for dental or private college. As cuttoff for Tamil nadu was around 500 last year..

To be honest , being from EWS category you don't have a chance to get into NITs /IIITs with this percentile. As you are from Bihar i would suggest you to look for colleges through your state counselling as that would be much beneficial for you.

Through josaa it is not possible for you to get any seat, i would suggest you to also look for private colleges such as SRM University, Manipal University, BITS Pilani,VIT Vellore.
