It has been restricted in the classrooms to use of mobile phones but in the hostel you have free to use mobile phones there were no restriction to use mobile phones in hostels.

Hope you are doing great ! Yes phone is allowed ,mostly in all colleges ,except a few phones are allowed as everything me knows phones has prons and cons both. But many students come from far away and also girls so due to security reasons phones are allowed . In hostel it is allowed but in campus area it is partially allowed means while doing any study related work you can't use phone.
