If you belong to general category it's not possible and you may have chances if you have reservation. Being a rare course, it has only limited seats and you can get admission in Andhra university, Visakhapatnam. I hope you are doing good. Now coming to your query to you are absolutely eligible for Pharm D in Andhra Pradesh. To join Pharm D you need a good percentage/GPA in 12th and qualifying in EAMCET. As most of the MPC students choose engineering and Degree after 12th so there are few Pharmacy colleges providing a seat for even high rank like 70000. So don't worry you will definitely get a seat in one or other pharmacy colleges. If you do a little work for browsing better colleges then you will find them.

As you’ve scored 65 marks in TS eamcet and 950 marks in IPE, your rank will be around 32,000 to 40,000. Based on the previous year TS eamcet cutoff, the closing rank for PharmD is around 40,000. Based on the rank you’ve secured you have chances to get PharmD seat under TS eamcet counselling. However these closing rank trends are not stable it is based on the no. Of students writing ts eamcet and the no.of students attending the TS EAMCET Counselling, the rank variance may be huge or slight. But as per the previous year closing rank you have maximum probabilties to get PharmD seat.

You have not mentioned your reservation category because seat allotment is based on reservation category as well ,
And also considering the previous year's cut off it's bit difficult for you to get a seat with 43000 rank in government college , unless you belong to reservation category ,
Whereas you can easily get seat in a good private pharmacy college where the Cutoff is similar to yours rank , so don't loose hope and attend the all rounds of counselling because the Cutoffs are subject to change every year and you might also have good luck ,
