Pharm.D is the best course you have chosen. Congratulations on your rank. According to the cutoff marks and ranks, you cannot apply for the Vaagdevi college as the cutoff does not match your rank and caste. But you can try for other colleges. The cutoff rank for BC-A category for girls is 19,563 according to 2017 and 2018 data. but in 2019 you can try to apply for the college along with the other colleges.
