In wbjee only gmr rank is considered. The cutoff varies every year based on different factors like how many candidates appeared on your session, how tough the paper was along with how many seats are available in different universities and performance of candidates appearing. Based on your rank getting CSE or IT in government colleges are tough. This two branches have very high competition to begin with and in government colleges it is on a whole new level. But still
University Institute of Technology, the University of burdwan- you have a chance in IT and CSE( tough chance)
RCC institute of information technology
Ramkrishna mahato government engineering college- tough chance
Based on your rank you can get CSE or IT in private colleges like

If you belongs to general category, 87 percentile is not enough to get government colleges.
If you belongs to OBC category you can get admissions in State Government Colleges and GFITs.
But if you belongs to SC/ST category you have bright chances to get NITs.

1-Number of candidates appearing in the examination.
2-Number of vacant seats in college.
3-Previous years cut offs.
4-Difficulty level of the paper.
But as per the previous years trends the cut off usually had not gone below 15k so it's a neck to neck situation.

As you have mentioned that you have got 17k rank in wbjee and you are willing to take admission in purulia government engineering college and cooch Behar government engineering college, so let me tell both the college cut offs are very neck to neck if I consider the previous years.
Cooch Behar cut off for electrical engineering in 2019 was around 13.5 k and that of purulia was 15.5k. But generally as of the current year the cut offs goes low as the seats increase. But you may get purulia college but there is less chance for cooch Behar.
