I would like to tell you that YES, you can apply for OJEE even if you belong to the other state, but after clearing the OJEE examination, you'll get some Priovate Colleges under your OJEE rank in Odisha.
Further, the Eligibility Criteria for OJEE candidates appearing for the exam are as follows :
AGE LIMIT : There is no age limit for applying to OJEE
EDUCATIONAL QUALIFICATIONS :
Candidates should have passed class 12 or its equivalent examination from any school in Odisha or outside state.
Candidates should have studied Physics, Mathematics and one language as compulsory subjects along with Chemistry or any other course.
Should have secured at least 45% marks in their qualifying examination.Candidates of reserved category have to score 40% marks.

With reference to your above mentioned query, i would like to tell you that it's quite difficult for someone to get government engineering colleges in U.P with only 90 marks in JEE mains. The cutoff for government engineering colleges are quite higher and it varies from colleges to colleges and is different for different category students.
The JEE mains cutoff varies every year and depends on several factors like : Difficulty level of the paper, previous year exam trends, etc.
However, For General EWS category students, and to get government engineering colleges in UP, you need to score a minimum marks of around 170+ in JEE mains to be on the safer side and to get admission ion government colleges in UP.
