It is difficult to predict your category rank as it depends on the no.of students from the OBC category who took the exam and their scores. Established on your rank, you can get MD in Ophthalmology, Psychiatry, MS ENT, Anaesthesiology or Pathology based on AIQ closing rank. But in PGIMS you night get your preferred branch but you can get MD in Microbiology, Pathology, Community Medicine, Pharmacology, Biochemistry, or Anatomy.
Even in GMCH Chandigarh, it is difficult to get your preferred branch you can get MD in Immuno Haematology and Blood Transfusion, Forensic Medicine, Community Medicine, Biochemistry, or even Anatomy.

In response to your query, if we look at the previous year cut off for the SC category, through the All India Quota For Government Medical College and Hospital Chandigarh, the cut-off was 615 marks and for the candidates who are domiciled in the state, the cut off for SC category was 405 marks for 2021 year and 474 for 2020 year
However, kindly note that cut off varies each year depending on various factors such as difficulty level of the exam, number of students attempting the paper, category of the student and number of seats available for admission.
So a safe score for SC category students to take admission in GMCH Chandigarh through the state quota would be 470+

In accordance to the previous year cutoffs, the closing AIQ ranks for the general category in counselling was 7482, for SC - 62184, and for ST - 68024 . Also the minimum qualifying cutoff is to be NEET qualifying cutoff 2021 is now provided on this page. NEET cutoff passing marks for general category is 720-138, while for SC/ST/OBC it is 137-108. NEET 2021 cutoff percentile for general category is 50th and for SC/ST/OBC it is 40th. NEET result 2021 cut off is the minimum marks required to pass the entrance exam.

NEET 2021 results have been declared by the National Testing Agency NTA.
To predict whether you will definitely get a seat in a college is an uphill task as cut-offs for colleges change every depending upon several factors such as-
• Number of applicants in NEET exam
• NEET question paper difficulty level
• Score of the candidates in NEET 2021 result
• MBBS/BDS seat matrix 2021
NEET 2021 Cut-off goes like :-
• General /EWS- 50th percentile
• SC/ST/OBC - 40th percentile
• General-PwD - 45th percentile
• SC/ST/OBC-PwD - 40th percentile
Marks wise cut off is as following-

It's quite difficult to predict that whether you will get seat or not as cut off marks/rank for medical colleges keeps changing every year depending upon various factors. As you mention with 465 marks in neet and you are from ews category it is very difficult to get seat in government college. You can try for private college.

Government Medical College (GMCH), Chandigarh, in 2018, had a cutoff of 637 for General Category and in 2019, it had a
rank
cut-off of 360 for Unreserved Category. In 2020, it had a General Category cut off of 653.
