Yes, Hans Raj College, Delhi and Hindu College, Delhi are constituent colleges of University of Delhi. You need to fill the online application of Delhi University Admission 2020. You are allotted a seat if you fulfill the eligibility criteria and scored the minimum cut off marks in best four subjects for admission to courses for which admission is given based on merit in class 12.

For taking admission in Commerce stream you need to calculate your best four subjects by taking english along with maths, business studies and commerce (for no marks to be deducted , you can also check out lest C1 for DU https://university.careers360.com/articles/delhi-university-admissions-how-calculate-best-of-four-marks ) or you can take any one of IP,Business mathematics,Legal studies etc (list c2) with a deduction of 1% for each subject taken.
If you take physical education your marks will be deducted as per 2.5% deduction rule. So, you should not add physical education (according to me) if you are not ready to lose 2.5% out of your total percentage.

Hindu College is one of the top colleges of Delhi University and hence there is more competition and fight for it. Therefore cut-off score for this college also goes quite high. As you are asking for B.Com (Hons.) and you belongs to Gen-EWS category so your percentage should be around 96% or more than it, then you can have fair chances of getting the college in your required course.

A Minimum score of 55% marks at 10+2 or equivalent level in any stream is required for B.A psychology, so even if you have not studied psychology in your +2 level, that will not be a problem for your admission here.
