In general, first to qualify in NEET, a General Category candidate has to score 50% of the top NEET score. It is 40% for SC, ST, OBC. For example, if the top NEET scorer has scored 500, General Category candidates should score atleast 250 and SC,ST,OBC should score around 200 to qualify. Now not every qualified candidate can get a medical seat. It depends on cut offs. Now cut offs change every year and are dependant on various factors like no.of seats available, no.of candidates appearing for the exam, difficulty of the exam and top NEET score. Every State except Jammu and Kashmir has All India Quota and State Quota and there is different cut off for each quota. Now every State has various cut offs for every college and Category. Tamilnadu is one of the States with highest cut off. But States like Assam do not have that high cut off. So it totally depends on what State you want to apply and if you want to apply under All India Quota or State Quota. State Quota has higher cut off marks. For Tamilnadu, it should be atleast 625. But for Himachal Pradesh it is around 300. And you cannot be eligible for State Quota of every State which means you should also try for All India Quota. But without having an idea of which State you want to apply for, it is difficult to guess your chances. For example, with the cut offs that Tamilnadu has, one can easily get a seat in a Govt. Medical college in West Bengal.

Every college is best in his own way, You have to decide which one is best for you by considering factors like distance of the college from your home, connectivity of college from your home, the past year placement records of that college and faculty and fees of that college as compared to others.

The cutoff depends on a number of factors which are:-
No of students appearing in the exam
Difficulty level of the exam
No of seats available in a college
So , the cutoff can't be predicted on the basis of last year's cutoff .it changes after every year as
In 2018 it was 511 marks for sc
In 2017 it was 481 marks for sc

BHU is a central university. Counselling for IMS BHU is conducted by DGHS on behalf of MCC. The counselling is held along with the 15% AIQ counselling for participating central universities as well as the deemed universities.
So if you want to apply for IMS BHU you need to participate in the 15% AIQ counselling.
As far as state counselling is considered, its conducted by the respective state body. And it doesnt depend on AIQ counselling as long as you haven't been alloted a seat.Applying for only state counselling doesnt necessitate your registration for AIQ counselling. However since you also want to try for IMS, you need to attend the AIQ counselling.

By looking at your expected marks in neet 2019 and considering that your are from SC quota.You have very high chances of securing a mbbs seat in IMS BHU.
In the past two years the cutoff for IMS BHU for SC Category in te first counselling was about 540 to 543 marks.This trend shows you have a high chance.
Moreover you should keep in mind that the competition for neet is increasing day by day and trends may sometimes alter.

With 559 marks you are at a tough spot to get a seat in IMS BHU as per last years cutoffs.
In 2018 under AIQ counselling the closing rabk was 761 i.e a score of around 610-630.
Last year institute of dental sciences, BHU closed at a score of 523.
Under BON, the closing mark was 603.
However the cutoffs tend to change ever year depending on factors like number of candidates, difficulty of paper, top ndet score etc.
You can have a fair chance in some other government college through AIQ counselling.
