As you KMC Manipal is demeed University and management quota seats are filled by AIQ counseling. KMC Manipal have total 250 number of seats in which 52 seats are filled by Karnataka Government and 161 seats are filled by management quota and 37 seats are for NRI candidates. Management quota and NRI seats are filled through AIQ DEEMED UNIVERSITY counseling. If you belong to Karnataka state you can also apply for Karnataka Government seats.

As you live in South Delhi, the travelling to both colleges would be in a way similar to you. Between Kirori Mal College and Sri Guru Tegh Bahadur Khalsa College, both are great options for Bcom Honours, while KMC has slightly better placement history as compared to Sri Guru Tegh Bahadur Khalsa College. You can choose any of the two options confidently.

Based upon your marks, you may rank in between the range of 27994-32317. For UP domicile you have chances for the top private colleges, and not for the government colleges. The cutoff for government colleges are higher than than that of private colleges, and as you are from the unreserved category it is quite tough to get a government seat.
Kasturba Medical College, Manipal is located in Karnataka, and so the domicile is completely different. You have to apply for 15% All India Quota to get admission there. Though are chances are quite less, you can try out of for private colleges.

Kasturba Medical College Manipal offers admissions to MBBS programmes based on NEET UG scores, to D.M and M.Ch programmes based on NEET SS scores and to M.D and M.S programmes based on NEET PG scores. Students also need to register and qualify the All India level counselling conducted to offer admissions to various medical colleges of India based on NEET scores. Kasturba Medical College Mangalore also offers admissions to M.Sc programmes based on the scores of Manipal Entrance Test (MET) conducted by Manipal Academy of Higher Education (MAHE). Students also have to appear for the counselling process conducted to offer admissions to M.Sc programmes. KMC Manipal offers admissions to the M.Phil programme based on the merit of Department Test (DT) conducted by Manipal Academy of Higher Education (MAHE) and institute level counselling.
The CUT OFFS keep varying however for general 50 percentile is required.

See it is little bit difficult to suggest that whether you will get seat in Kasturba Medical College, Hampanakatta,Mangalore or not because cut-offs are bound to change every year depending upon numerous factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.

94.75 is a good 'Best Four' percentage for getting admission in BA Hons Political science at DU. Since, you've mentioned your category and aspiring colleges so let me tell you your chances of getting admission in these as per previous cut off trends.
The first cut off for BA Hons Political Science (OBC category) for Kirorimal and Ramjas college were 94.75% and 94% respectively and got closed after first cut off only.
Cut off trends vary every year, most probably it rise. But you have chances to get admission in any of these colleges. However, other than these colleges, you can get admission easily in other college of Delhi University as well.

In 2019 the closing rank for MBBS there was 25915 and now with your score you will sure be within 20k rank,hence also because you are obc candidate you have good chance. This is one of the best thing about KMC. It has a huge campus and it is really beautiful. The place is very clean and the hostel facilities are really good. The food is also very healthy and hygienic. There is all kind of facilities available here.
The college infrastructure was good in our college, it had all the facilities and equipment. library was also very good and was full of useful books arranged systematically. classrooms and labs were also good.
