If 150000 is your GENERAL CRL rank then yes you are eligible for JEE ADVANCED. If CSAB special round cutoff is conducted then you may get a seat in lower NITs and GFTIs. Be flexible with your choices during the choice filling process to confirm a seat.

First of all, JOSAA does not help an individual in getting a college. They just provide you with the best college you deserve at your rank if you have filled it in your preferences only if there is a vacant seat in the college.
You are eligible for admission in any NIT if you have cleared the cutoff for JEE Advanced and have an aggregate of 75% in your 10+2 or is in top 20 preventive of your respective board.

As of my knowledge you cannot apply for Joint Seat Allocation Authority (JOSAA), because to be eligible for it you must have cleared the cutoff for appearing in JEE Advanced i.e minimum percentile you need in JEE Main to appear in JEE Advanced with more than equal to 75% in your boards exam or you should be in top 20 percentile of your respective board.

Since you have secured 57.2 percentile in Jee main. You will not get any government institutions with the help of Jee main percentile. I suggest you don't apply for JOSSA as per your question request.

Josaa counseling will be start just after the jee advanced rank / results declaration i.e. in 2nd week of June registration will be start and further process .
In 4 week of June allotment of seats will start from the 1st round and further on .
The exact date is not yet declared so stay updated and keep checking the main site.

If it is regarding educational qualification then you are certainly eligible to pursue the course from any school/college in Maharashtra or for instance anywhere in the world if your academic qualification and grades holds the criteria and eligibility for that particular course or degree.
But, if you want to get benefit of the state quota system for admission, you need to have the domicile certificate of the same state from where you want to get admission.
A certain number of seats are reserved for SC/ST and OBC, as well as for the candidates from the same state where the campus in located.
You do not need to procure any other caste certificates from any other states, if you already have one.

Yes brother you can report to Delhi for JoSAA counselling.
Even in my case, I was a candidate from UP but I'd given my JoSAA counselling from Madhya Pradesh.
So yes it is possible
IMP Note
1. If you are going for IIT counselling then it's mandatory to go to IIT of any state
2. If you are selected for NIT/IIIT/GFTI counselling then you are allowed to go for counselling at NIT/IIIT/GFTI of any state.

There are different cut offs for different categories,since the results are out now, you can see on your report card if there is a column for caste rank, OBC or any caste certificates are supposed to be attached when filling up the form, so, they can give your caste rank. If there is a caste rank in your report card, you can definitely use the certificate during JOSAA
