Hello Anirban. According to information, the UPES of dehradun is not having a proper placement cell and hence students have to find jobs on their own. 

GITAM University is popular for its 100%  but the present prevailing conditions do not hint at prospects of good placements, because of which the students are clueless about the future. The college placement cell and the student placement committee can work together to get better placements.

With the CLAT scores of your and the rank 20026, chances for you to get into NLU are none.

However if you wish to apply for private colleges, including UPES, you may get into it.

Since private colleges accept rank from 10,000 to 25,000. You have a fair chance to get accepted.

UPES is a private university and there are a lot of courses in CSE .

• Jain University's NIRF ranking is 115 whereas NIRF ranking of UPES is 145.
• UPES is good only for petroleum and related branches. For branches other than petroleum it is like any other lower ranked private college.
• The median package at Jain university is around 6lpa whereas for UPES it around 4lpa.

University of Petroleum and Energy Studies (UPES), Dehradun was also known as Petroleum University, Dehradun is the first university in India which provides UG, PG and Doctoral Programs in the core sector of petroleum and Energy. UPES established by endeavor of Hydrocarbons Education and Research Society. UPES collaborated with Laureate International Universities network and it also received the World Oil award.

It is the University which offer courses for petroleum and energy so courses related to petroleum and energy are more popular in UPES as compared to Electrical Engineering. It is also good but not as good as the main branch of UPES.

Both the college are very nice on the basis of their academics, infrastructure, placement and faculty. IFIM provides you a very good placement and exposure as many international students are already studying there. 

UPES is also a very good college with a rating of NAAC B . The placements are also good . 

But if you compare both and rate out of 5 

UPES is 3.7

IFIM Is 3.8

So in both ranking graphic era has an edge plus graphic era has less fees in comparison with upes so in this also graphic era has an edge.

Faculty wise both are more or less the same and facility wise graphic era is quite better than upes .

And in terms of placement upes has median package 4 lakh and graphic era has 3.25 lakh.

So its you to decide .

Yes,  scholarships are provided in UPES Dehradun. There are required 2 ways in which you can avail scholarship ;

• Minimum marks of 80% in 10th board and 85 % ( PCM ) in 12th board. These scholarships are limited to 5% of the total students in each branch. 
• From the 2nd semester it's totally based on the performance in the previous semester exams. Minimum SGPA required is ( 8 / 10 ).
