As you have Uttar Pradesh domicile and you want to apply for Maharashtra colleges, you can do so through All India Counselling in which there is 15% reservation in medical colleges for students of other states.
The last year cut off for Terna Medical College, Mumbai is-

The fee structure for this college is 7 lakh per annum.

The fee structure of Terna Medical College is 13 Lakh excluding hostel and 13,50,000 including hostel fee of 50,000. The fees is well enough for a medical college. Yes, a Non-Maharashtrian can get admission here. There is no restriction for anyone from anywhere to take admission. People from all over India can take admission here.
