You have mentioned your rank and non-local status. Looking for a college in Maharashtra are the details I could know. If you asked me for best college under your rank that would have been a different query.Make sure you mention your college so that I can go through the previous year cutoff.

Terna MC Nerul cut off marks in NEET 2020 for Gen category candidate was AIR 39537 & 564 marks. for obc -562 marks.

So your marks is somewhere low according to Gen category,so there will be less chance of you getting this college.

As you haven't mentioned your category , I'm assuming you belong to general category. So on that basis a score of 400 will not land you in terna medical college as last year's cut off went as high as 542 marks for general.
But yes you can try for private mbbs colleges as cut off for govt. Medical Colleges goes high.
