Yes, although you have uploaded the documents in the first round of counseling, then you can apply for the second round of counseling with the properdocuments and then you can get them verified by the authorities.
However the fact that you were not able to upload proper douments duing the first round of counselling,  you will not get a chance to apply for choosing the college in the first round of counseling.

after locking your choices you will notice that their is this option of respond to queries in every round. in this you they can ask you queries if in case , related to your document if they need to know and you have not provided them the relevant information and in a same manner you can also seek them for your queries.

I have attended UPSEE counselling and I also came across the same procedure bt this respond to query is not anything that you should worry about.

Hello.  Really sorry, there is no other way, because if you go for management seat, then there is more amount of money required to book the seat. So it would be better that you arrange the money and take the seat under upsee  counselling.

No , you do not need to pay the counselling registration fee for every round. ItYou need to pay it only once while  you get the seat allotted. then you just need to pay the allotment fee . You can visit here, For more information:
