According to official guidelines released by counseling body, student who already participated in 1st round of Counseling can not change the choice filling.Only the student who are fresher and firstly applied for the counseling in round2 are allowed to fill their choices.

Seat matrix refers to the number of seats offered by a University during counselling. It gives you an idea of how many students are going to compete for the same seat, the matrix changes every year. It determines the cut off of the university too. Lower the seat matrix, Higher is the cut off. So it helps you choose your colleges clearly.

As you have been unable to submit your latest OBC certificate, that's why you category got changed to General. You can go to the authorities personally with your certificate and ask them about the procedure to be followed, to the nearest allotted nodal center. Or produce an application by the authorities stating the same during document verification.

Yes, you can directly apply for UPSEE counselling round-2 even if you  have not participated for round -1.

Three types of candidates participate in the second round of counselling :-

1) Candidates who did not participate in round -1

2) Candidates who chose FLOAT option in the first round.

3) Candidates who were not alloted any seat in the first round.

You have to register for each round of counselling to take admission in the college and get a seat allotment. A new registration will be done and only the qualified and eligible candidates will be allocated seat.

You can even apply for the second round without sitting in first round.

However please check the number of seats left in the college and the department i.e, the stream which you wish to pursue.
