It is difficult to predict the cut off for 2021 as it depends on number of candidates applied, difficulty of exam and number of seats available etc. You have not mentioned your category assuming that you belong to general category the cut off in 2020 for admission into Mechanical Engineering in NSIT was 28865 under Delhi region and 5823 under outside Delhi region. This may change next year based on above mentioned factors.
Look, it is really unpredictable, because there are many IIMs who do not give much weightage to your Graduation Scores, whereas there are certain IIMs like IIM Bangalore, who give higher weightage and some Bonus Points to students with a Work Experience than Freshers. As far as I understand, your 10th and 12th scores are more or less apt, however your Graduation percentage is on the lower side. IIM C, IIM K, IIM L, IIM Shillong and IIM Indore are few of the Old IIMs giving lower weightage to past academics. However, only way to make up for it is getting a good CAT Percentile atleast above 99, and stand a chance of securing a seat in one of the IIMs. For more information do follow the link below

So, answering to your question, according to your NEET score, you don't have much chances of getting MBBS in any government colleges in Maharashtra , assuming you don't have any category reservation as you didn't mention any. You didn't even mention your state, so i can't tell you wether you can get through state quota. You can although get a seat in BDS in colleges like ACPM Dental College, Morane , Aditya Dental College, Beed , Dr Hedgewar Smruti Rugna Seva Mandal's Dental College, Hingoli etc.

No, If your caste certificate is valid then you can upload it while filling the application form, otherwise you might face some difficulty.
It will be a better choice to either leave that section or fill it with correct or valid information credentials.
So, check its validity and go through the guidelines mentioned in the information brochure/official website to apply for the form.
