Hello narasunitha679 , From some research on internet I found that, Yes you can apply for both of them simultaneously or for any one from both of them there is no issue between. But I suggest you to apply for state counselling first because there is more chances.

Sorry to say but it's like impossible to get a government seat under All India Counseling at this rank. You have not even mentioned your category but I don't think even your category will fetch you a seat under All India Counseling.
If you have a state domicile they might be a possibility but that also can't be said with surety as it will completely depend on the state you belong as well as the seats in your state.

As far as you question is concerned, No I don't think it's possible for you to apply under NRI quota in All India Counseling and General quota under state Counseling.
NRI quota is strictly for the students residing out side India. The category like General, OBC, EWS, etc can only be used by the students of India. You can't just switch between two as per you convenience.

With this score, you can get seat for BAMS in private colleges of Bihar.
But as you belong to OBC category you may get seat in government college you should try for state counseling by observing previous year's data you stand a chance of getting seat.
Although cut off varies every year depending upon no of factors such as no of seats available, last year's trends, difficulty level of exam.
Colleges in Bihar you may try:
1. Rajkiya Ayurved college and hospital
2. Dayanand Ayurved medical college and hospital
3. Government Ayurvedic college

Private colleges does not take part directly in All India NEET Counselling. Only government medical colleges and Deemed Universities take part in All india NEET Counselling.There are 201 Government colleges under the NEET UG 2020 counselling all over the India.
25,840 seats are there in private colleges through state counselling process.
