The cut off for OBC Category for NEET 2020 is 146-113. This applies to all those courses that take admission through NEET score. With a score of 155, unfortunately you might not be able to secure a seat even in a Private College. But to answer your question, because you scored NEET cut off, you can participate in both All India and State Counsellings. But if you have decided about studying Medicine, you have to reappear for NEET in 2021 and score real good. That will be the only option because with this score, you cannot even get Private Medical Colleges. So you may have to consider appearing for NEET 2021. With your rank, it will be quite difficult for you to get a govt. MBBS/BDS seats in AIQ. However, you can still expect a seat under state quota but since you haven't mentioned your category. it is difficult for me to tell possibilities for that too.
I would recommend you to expect a seat in semi govt. colleges or private colleges if you are interested or you can also go for alternate medicine courses if that interests you.

In case you are allotted a college in second round of All India Quota Counselling and want to appear in the mop up round of State Counselling then, I would like to inform you that, it is not permissible to do so.
When you join a seat of the college alloted to you in second round of counselling, you are no longer allowed to resign that seat. You would not be eligible for further state mop up round too.

The total number of seats on offer are a total of are a total of 1,18,316 MBBS & BDS Seats as per NEET 2020. Out of the total MBBS seats it includes 41,388 Government Medical seats as well as 1107 AIIMS, JIPMER MBBS seats.
If we talk about Kerala, there are a total of about 10 Medical colleges which have 1455 seats on offer for the candidates. Based on your Rank and your category, I'm pretty sure that you will find a good college, just focus on your counselling and College Cut-off.

As per last years cutoff, i cannot see chances of getting a seat through All India Quota. Your score it not enough to get a government medical seat. However you can get private and deemed colleges. This is a very nice question considering the change in the counselling procedure this year but at this moment only this can be said that that approx -200-300 air student can expect that he/she will be going to JIPMER.

Mop up rounds come towards the last in the counselling process. All the vacant/non-allotted seats or resigned seats from the two rounds of counselling are will come under the mop-up round. You can appear for the All India counselling , get a seat and in case it is not want you want, or you get better options in the state counselling , you may leave the AIQ seat. The dates of both these never clash hence that won't be a problem. And when it comes to mop -up round, there are some rules. Those candidates who got admitted in 1st round & 2nd round and secured the admission but not filled status retention form or got wait-listed or who were not given options during the first two rounds are the only one who will be allowed to attend the mop-up round . Candidates who are not eligible would be :
-Candidate to whom a seat has been allotted in computerized CAP rounds and not joined.
-The candidate who has filled the status retention form.
-Those candidates who are joined and resigned after allotment of seats in previous rounds.
-Those candidates who are joined but not working in the institution.
