Hello. Yes, definitely you can participate. But at the end you will be liable to pay some distinct amount, as a difference for participating in both cases.
You can lock your seat in whichever round you are satisfied. For more concrete information, check the information bulletin present on the MCC counselling website to know more details about this issue.

Hello Sakshi
As you may know the state counselling authorities are responsible to conduct the counselling to give admission to private colleges.
Like in the state of Tamil Nadu Directorate of Medical Education (DME) is supposed to conduct the counselling to give admission to various private universities in Tamil Nadu.
For more details please read https://medicine.careers360.com/articles/admission-in-private-medical-colleges-through-neet#:~:text=Apart%20from%20counselling%20for%20private,based%20on%20a%20candidate's%20category.
Hello aspirant
We cannot give you an exact possibility about your seat admission as cutoffs vary every year depending upon factors like difficulty level of examination, candidates marks etc.
However you have good score and considering you from general category, you have chances to get seat in some of the medical colleges under state qouta
For eg. Autonomous medical college - basti ( cutoff 576)
Autonomous medical college bahraich ( 575 cutoff)
This cannot be sure as this year cut off won't be same and will be higher.
But you have chances and so you can apply them.
Now predict you neet colleges based on your marks using our neet college predictor
Hope this information is useful
Thanks

At a neet AIR of 345461 and sc category rank of 35000 you have no chances at 15% all india quota seat counselling as the cutoff is around 360+ also this year cutoff has increase significantly.
you can still apply for private or deemed institutions with a annual fee of around 10lkh to 2lakh.
You can use careers360 college predictor to know the colleges you can get at your NEET score:- https://medicine.careers360.com/neet-college-predictor?icn=QnA&ici=qna_answer
