To get direct admission in Anna university is little difficult with your cutoff. There will be a lot of competition and state board students will have a cut off of 195 and above. But you can definitely try for Anna university counselling and there is a lot chance for you to get into tier 1, 2 and 3 colleges which are also Anna University affiliated. And some colleges like SSN do offer management seats for CBSE students which is a great advantage for CBSE students. I'm not clear with your question. Always the seats are reserved in the government counceling based on their community. Through the management quota the colleges has their own seats which are reserved for community. It is based on your college. Each college will be having their own community. They will be allocating particular number of seats for those student.

1) In TNEA counselling the seats are first filled in the open category, There are chances that the candidates might have got the seat allocated in general category. Also the the total allocation for SCA category is around 3% of the total colleges under anna university.
2) The cutoff rank for ST is lower compared to other categories, the candidate would have opted for other courses (preferably a circuit branch) since the courses you have mentioned required lower cutoff ranks even for the open category.
The common fact is that the rate of engineering admissions have decreased in 2019 compared to the previous years, this can be even one of the reasons the seats weren't filled.

It is hardly possible for you to get into annauniversity main campus since you fall under general catogory you need to take minimum of 195 cutoff so that you can try to do cse in annauniversity. You can get into affiliated colleges. You can apply for counseling and enter into affliated colleges of annauniversity .In affiliated colleges, there are many colleges with top rank and good records.

If it is for Undergraduate courses like BE/BB.Tech, then you have to appear for TNEA Counselling conducted by Anna University. Anna University has no entrance examination and the admission is through TNEA which is the counselling process. The admission to BE/B.Tech courses is conducted on the basis of merit scored in 12th. As many as 563 Institutions participate in TNEA Counselling. Though TNEA is primarily for Candidates who fulfil the Nativity criteria, few seats are also allotted for Candidates out of Tamilnadu. This number is approximately 50. The University has not released TNEA application forms yet. Once Anna University releases the online registration process, you need to register and appear for counselling.
