Yes, there is only one NIT in Assam which is NIT Silchar ,so if you want Computer science branch for an NIT your only option is NIT Silchar but there are many other good government and private college which offer Computer science engineering in Assam and all over India so you can also choose other state NITs but you will not get admission through the state quota you will be applicable through all India quota .Assam also have IIT Guwahati.

hi! IIT Guwahati Computer Science Branch cut off for 2021 was 50-101 in the ST category. As far as marks are concerned, it can vary but you should score at least 270 marks as per last year to get an ST rank under 100. If you still have doubts feel free to comment. Hope this helps.

On searching for your query I could not find any such offer provided by the institute you mentioned though iiit bhubaneshwar provides tution fee waiver for only those students who have annual parental income less than 2.5 lac but yes above that they will have to pay all other fee including mess, hostel etc
