Your father is in army so generally you are moving around the India. And don't worry about the residential certificate. Because if your father live in Assam then you are domicile residence in Assam. Either you can't give the 10th and 12th from Assam but it's not the problem. But if your father is not from Assam then you can't apply for residential certificate. Where your father born this is your residential certificate.

As of now its tough to say because the cutoff changes every year due to many factors like total students appearing for exams,difficulty level of paper etc.but based on previous year analysis the cutoffs are mentioned,considering state quota you need a minimum of 340+ to fetch seat in bds colleges target high and try to reach so that you don't have to worry about if u fetch the seat or not because in 2020 the cutoff rose by atleast 30-40+marks causing a difference in ranks by thousands.so prepare well.for more information regarding cutoffs refer to:

No, it is not possible to change one college to another of different states. As every state colleges have different protocols.
Yes but you can change college within a state after completing your 1st year also.
But it is not possible to take admission in different state after completion of 1st year of your college.
If you want to take admission in different state so you can take a fresh admission in college of that state.
Also some college may provide you this facility ( but probability is very less )so it would better if you could talk to the particular college to know what criteria they follow for the same as it varies accordingly.

You study in vocational in nerist means north eastern regional institute of science and technology. They will give you the vocational certificate also. And yes you can apply for Assam eec i.e. employment exchange certificate. But for this condition
You can apply for this certificate. And there some process occur you have to submit some your documents also.

As we go through the latest cut-offs of JEE-Main 2020 of JOSAA 6th round then it shows that :-

So you have no chances to get NIT Silchar with any of the branches even if you have Home state quota through JOSAA counselling but if you are female then you can get the above branch in NIT Silchar through CSAB counselling because closing rank in CSAB 2nd round is approx. 3 Lakhs.
But yes if you improve your percentile in any further session of JEE-Main like around 80-85+ then you might have a shot at NIT Silchar.
