Hope you are doing well . See to get admission in BDS,BAMS and BHMS ,you do need to appear for NEET and qualify NEET . You can't take admission into different colleges offering these courses without qualifying the exam. So if one hasn't qualified the exam ,one can't take admission into the mentioned courses. You'll have to score the prescribed cutoff as given by NTA .

Hope you are well. Here is the answer to your query. To get admission in these homeopathic or ayurvedic courses National Eligibility cum entrance test (NEET) is a single entrance test that offers 52,720 seats and AYUSH and other offer seats of 914 collages.
As it is known that admission to any undergraduate AYUSH course is only granted on basis of NEET. The counseling of both BAMS and BHMS will be different from each other. Aspirants have to register separately for the courses within the due date. Admission to the aforementioned courses across the nation will be based on AYUSH colleges and their merit list.

Looking upon your concern it is quite difficult for you to get admissions in any government BHMS , BDS or even BAMS medical college.
even if you are from the OBC category and there are reservations for these categories but viewing the previous years cutoffs , you atleast need minimum marks of 400 to clear the cutoff and gain a seat in any state government colleges

Neet is the single gateway for admission in all the medical colleges be it private or government including AIIMS and JIPMER for following courses
MBBS
BDS
Ayush courses( Ayurveda i. e BAMS , Unani i.e B. U. M. S, Siddha i. e BSMS, and Homeopathy i.e BHMS ) and
veterinary i. e BVSc. . ( neet is mandatory for only all india quota bvsc seats offered through AIPVT counselling, as some states also have their own entrance like RPVT in Rajasthan for state quota seats ).
