Improvement exams are conducted by boards for students who are failed or not satisfied in their performance in class 12th. But they need to apply for improvement in continuation year.
One can apply for the subjects he/she thinks needs to be improved. But you need to pay some applicable fee for each subject. You can visit the board website for latest fees details. You need to only appear in theory paper and your practical marks will be forwarded from previous attempt. You are also do not need to go to school, you can prepare your subject you yourself. The marks that you get in improvement exam are if higher than the previous attempt will only get updated otherwise your previous attempt marks will be final.

Yes, it is completely legal and is allowed if anyone got failed and reappeared in class 12 to NEET exam .
NEET-UG is an entry level exam to take admission in MBBS and medical colleges.
To appear in NEET exam, one should have 50% (for general), 40%( SC/ST/OBC) and 45% for PWD candidates as aggregate percentage for PCB subjects .

Whether you did your 10th and 12th private or not that is never go going to effective for the studies. If you have the required eligibility criterias for applying any course you want when you will definitely get admission. It does not matter were you studied. The only thing matters is that you should have the required qualifications. It's okay to take 12th in a private institution you can still try for all the entrance exams to get into government or Central government university and colleges. Unless the certificates are cloudy owing to poor lamination, laminated certificates don't cause any issues during verification. The Department/Ministry in which you are appointed may occasionally send copies of these certificates to the relevant Boards or Universities for verification.

See, it is very difficult to predict the exact rank on the basis of the KCET marks out of 180. This is because the KCET Cutoff varies every year and it depends on various factors like difficulty level of the exam, previous year cutoff trends, number of aspirants appearing, etc;
However, looking at the previous year KCET Cutoff trends, you with 70 marks in KCET and 240 marks in PCM boards exam, you have good chances to get a rank of around 3500-5000 in KCET.

KCET rank is calculated by taking 50 percent of your board marks and 50 percent of your KCET marks. Then rank is calculated by adding both. According to it, 50% of your board score is 47.3 and 50% of your KCET score is 27.2. So, calculating both your rank for this score (47.3+27.2)=74.5 will lie somewhere in the range of 5500-6000. This information is based on previous year's cutoff.
