After Btech civil engineering, if you are interested in getting a job ranging from 15-20 lacks working on a product based company you can go for Mtech in India . Mtech in IIT is good with lot of opportunities For that you need to clear GATE exam with high marks. After Mtech you will get recruited in PSU with a salary of 7-15 LPA. Quality of studies are good in IITs . If you are interested in research and foreign jobs then you should do MS abroad. For that you need to clear GRE and TOEFL. In MS you can do research along with your studies. Expenses will range from 15-18 lack so do consider your financial status. . Ms from foreign universities like Michigan, stanfoid, is better compared to IITs. Research facilities are far good and you learn more practically. In terms of academic knowledge, experiences and all MS is more good than IIT.
See after the Diploma in Engineering, a student can apply for the Lateral entry BE/BTech program. The lateral entry BE/BTech program provides admission to the the Diploma in Engineering students directly to the 2nd year of the BE/BTech course. So if your brother, wants to do the course of BE/BTech then he can apply for the Lateral entry program.
Now Government Polytechnic Mumbai is a Government affiliated polytechnic college of Maharashtra State Board of Technical Education, Mumbai. The college don't offers the course of BE/BTech in any stream.

No. you cannot change your branch to Civil engineering after you have completed diploma in computer science.
students who studied in non cse branches like civil, mech, ece, etc.. can change their branch to computer science in B.E or B.tech.
but, the students of cse in diploma cannot change to other branches like civil, mechanical, etc.. they have only option to change to IT or into any other CSE specialization courses.
As a CSE student in diploma you will have great and more opportunities in software by continuing the same branch in B.E.
there are lot of opportunities for CSE students in software technologies as the technology is increasing day by day.
