Vit pune was established in 2002 whereas pccoe was established in 2014. Both vit and pccoe offers same facilities like hostel, wifi, gym, cafeteria, library, etc. But if you look from the fee prospective, pccoe pune has less fees for mechanical as compared to vit, pune.
Pccoe pune is ranked 'A' grade by NAAC and is also good for civil engineering. The course aims to make students build their skills in problem solving, design & development of solutions, engineering knowledge, ethics, project management and finance, etc.
The two institutes you have mentioned are one of the top engineering and preferred colleges in India. So if you wish to go for any of the two then you have to choose on the basis of the course of your preference. Now chemical Engineering and Civil Engineering both have very good scopes. Now if we see the placements of NIT Rourkella Chemical Engineering, then undoutedly it have a better placement rate compared to that of the NIT Raipur Civil Engineering. The average packages offered are around Rs 8LPA where as for the NIT Raipur its around Rs. 6LPA. So if considered, its quite clear that NIT Rourkella offers you a better exposure to the industry than that of NIT Raipur.

Congratulations on getting such good colleges. I will give you a preference list which will comprise of all these factors:
The preference order you should consider is BMS OVER PES Ring road.
I would also like to add here that an engineering course should be very much taken with an interest in the field so I would suggest you to consider that factor and if you are not aware of the branches mentioned look them up on the internet more reliable will be to go through the syllabus on the respective colleges' website. An interest in the field is the key factor in deciding how your 4 years of college will be and what opportunities you will land for yourself.

Tezpur is the best college among your options. It is ranked 104 by NIRF. A grade central university and takes many students ,offers decent package too. Average salary is 3.30 lakhs
NERIST is the second best college among your choice, ranked 182 by NIRF and offers decent placement. Average salary is 3.25 lakhs.
