Though you are pursuing engineering in Civil but as engineering do not have Biology as subject and since the qualification for NEET is all subjects including Physics, Chemistry and Biology so your highest qualification will be considered as 12th in which you have completed with PCMB or PCB and English.
So according to this rule, your code will be 2.
According to code 2, all the students who have passed class 12th in 2020 or in past year, then they come under code 2.
So you should fill code 2.

As you have mentioned that you have got 80k rank in vit counselling and you have opted for civil engineering branch in category 1 in Chennai and in category 2 in vit vellore.
So let me tell you that you have fair chances of getting the civil branch in any of the two branches. But the point in these private colleges the dynamics changes drastically. It depends upon the following factors like:-
1-Number of candidates appearing in the examination.
2-Number of vacant seats in college.
3- Previous years cut offs.
4-Difficulty level of the papers.
Based on the above factors the cut offs are decided.

If you have passed Diploma in Electrical and electronics engineering, then you are eligible for B. Tech only in EEE or the related disciplines only.
Civil engineering is not possible after Electrical engineering. it is not possible to do Diploma in one branch and Engineering in another branch. You should do Engineering in the same branch as your Diploma.

Yeah! Its very possible for you to do a job in the field of CSE even if you are from civil engineering. Infact you will see that in most of the companies like TCS, WIPRO etc there are lot of people working from Civil, Mechanical and Electrical branches in programming and IT jobs. But the point is that if you be a CSE student then you have to just study your curriculum but for this case you have to put some extra efforts. See every field of engineering introduces programming skills so you should focus more on that. Try to learn languages like Python, JAVA,C++,C. If you can learn this 4 languages then you will clear most of the IT job companies. Some of them also prefer SQL. So if you have time i.e., if you are in 1 or 2nd year of your BTech then try to learn as much coding as you will learn and your dream will come true thats for sure.
