In case you have made a 3 year Polytechnic Diploma, you may seek Lateral Entry to the B.Tech Civil Engineering second year.
Even when your marks are low, few private colleges may admit you in management quota or by direct admission.
Chances in government colleges are normally more difficult; it is your scores in the diploma levels.
2. Admission in Private Colleges.
There are other engineering colleges which provide admission to you which is based on the 12 th marks or even on the diploma marks.
They could be lesser cut-offs with relaxed requirements as compared to government colleges.
3. Better Your Diploma Grades
Work on your grades or related skills/certifications or work on any aspects that can enhance your profile to get into the admission process.
If your marks in polytechnic are low but you still want to do a Civil Engineering course, don’t worry,you still have options. If you’ve completed your diploma, you can try for direct admission into the 2nd year of B.Tech (this is called lateral entry). Most states allow this through special counselling for diploma students. Even if your marks are low, you might still get a seat depending on your category and the college.
If you want to start B.Tech from 1st year, you can give exams like JEE Main or your state’s CET exam. Some private colleges also give direct admission based on diploma marks or through management quota,but the fees might be higher.
You should check if your state allows lateral entry with your marks. If not eligible for government colleges, try for private ones. Or prepare for an entrance exam if you want to start from 1st year.

He did Commerce in the 12th, so he was not allowed for lateral entry in diploma after the 12th. But he can take admission on the basis of 10th marks in a diploma.
So, yes, he can be admitted in the first year of the Diploma in Civil Engineering.
