I suppose you have got a seat in BDS in Oxford Dental Colleg Bangalore on NRI quota since you are not from Karnataka (domicile reservation) or management quota. You can apply for the subsequent rounds of counselling as long as the procedure goes on. The mop up round of counselling in states for MBBS or BDS seats is only conducted if there are vacancies.

Unless you have certain Categorical Advantage, I believe with an AIR of 19932 in NEET MDS 2021, you have bleak chances in securing a seat at one of the Top Government or State Dental Colleges. However do keep an eye on the Counselling Procedure. There are many good dental institutes under Leading Private Universities like Manipal and you may consider them in your plans if you have no monetary issue.
