KIIT is an AICTE approved college with NAAC A grade. They offer B. Tech in Electronics and Telecommunication which does have exceptional placement opportunities. For the previous year the highest package offered was 29 LPA by Amazon which is undoubtedly a hefty amount. The average package was around 4 - 4.5 LPA. Firstly, I would like to congratulate you for successful completion of your VITEEE exam. When it comes to Electrical and Electronics Engineering (EEE) branch at Vellore campus, the cut-off was 16,000 and 15,500 in the years 2015 and 2016 respectively. Therefore with a rank near to 25,000, its not possible to get a EEE seat in any category.
Also, Electronics and Telecommunication Engineering branch is not there in any of the VIT campuses. Following are the few specialisations in Electronics and Communication engineering (ECE) :

Hope you are doing great as per the question asked by you no you can't do two degree simultaneously you need to complete one degree then move to other degree. Doing two degree will create pressure and it will not be considered for the same at the time of placement and all. You may learn coding with your BTECH only which may certainly help you in your placements.

I can't suggest you about the branch with which you should go for as it totally depends upon your interest. As of course you can't waste your four years studying something in which you are not at all interested. So, you should go with the branch in which you feel the most comfortable.
Now, talking about both the colleges then I guess placement of both the BITS are quite same. The highest package offered at bits pilani is 1.4cr per annum and average is about 10-15lpa.whereas, in BITS GOA the average is offered around 6-10lpa.
