You need the category certificate during the counselling and admission.so there would be no problem if you dont submit the ews category certificate now during the resgiration or application.it wont ask the hard copy of the certificate but it asks during the jeeadvanced registration.so if you dont have the certiciate from central government i suggest you to apply as soon as possible before the admission takes place otherwise you will be considered as GEN student.

It's quite difficult to predict that whether you will get seat or not as cut off marks/rank for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then it suggests that with 550 marks you hold a low chance to get a seat in a Government Medical College being from ews category
For example, In Neet 2019, the lowest marks that got a seat in Government Medical College for ews category under Bihar state quota was 576 marks and it was for Government Medical College, Bettiah

So, to be on the safe and you should target at least 600+ marks in your Neet 2021 examination to get a government medical college under Bihar State quota.
