As you are already aware, a general category rank and a quota category rank are two separate heads and are treated differently while assigning a seat to an aspirant. Every National Law University (NLU) within CLAT has a different number of seats assigned to each category (EWS, SC/ST, OBCs, etc.). Getting a seat based on a general rank or a quota rank depends on whether the seats under that specific category are already filled or not.
Coming to the present question, an aspirant is eligible to apply for a vacant seat in any of the NLUs, provided that a notification for vacant seats has been issued by the university, irrespective of his or her rank . However, getting admission through a vacant seat depends primarily on the rank of the aspirant.

In 2019, Government of India had brought a new Category called as Economically Weaker Sections (EWS). The Economically Weaker Sections certificate give benefits to its holder by reducing the amount of fees to 50% in any Government Medical Colleges . This EWS Certificate is not at all valid in Private Medical Colleges.
Also, fees depends on the college you get. All colleges fees are different from one another be it in same state also. But just giving you an idea or hint of fees for an EWS candidate in Government Medical College, it's approx 25K to 50K . Some colleges even have less than 25K also. It will be better if you ask me for a particular state or college.

As per your rank let me tell you that in any nit or iiit it is not possible for you to get cse /ece branch even in NIT Andhra Pradesh. You can try for lower branches such production, metallurgy.
You can try for NITs like Meghalaya, Arunachal Pradesh, Srinagar, Agartala, Mizoram, Manipur. However various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

I hope you are talking about IMS-BHU Varanasi, it is topmost medical college in state of Uttar Pradesh, it's counseling is conducted through AIQ counseling as it's come under central university.
It's cut off marks goes very high as it's come under top ten medical college all over India according to latest NIRF ranking.
As of now the scorecard and rank card haven't been declared so saying anything confirm is very difficult.
Although cut off marks IMS BHU VARANASI in NEET 2021 was as follows
Gen- AIR 974 and 679 marks
EWS - AIR 1516 and 671 marks
By seeing your marks it will be difficult for you to get this college in your category as 10 marks can make difference of 2k ranks almost. You will have only chance if NEET rank remain below 1.5k at your expected marks.

In 2019, Government of India declared a 27% reservation for OBC and 10% for Economically weaker section i.e EWS Catagory students for undergraduate and postgraduate for courses such as MBBS, BDS, MD,MS, Diploma and MDS from year 2021-2022 has become very wide in range for students to seek thier dreams.
But the EWS Catagory students should have to be clear about this eligibility criteria:
The cut-offs of EWS Catagory students in NEET is 275 marks out of 800.

No. Of government MBBS seats in kerela is 1555
No. Of private colleges seats in kerela is 2450
To be honest , being from EWS category you don't have a chance to get into NITs /IIITs with this percentile. As you are from Bihar i would suggest you to look for colleges through your state counselling as that would be much beneficial for you.
Through josaa it is not possible for you to get any seat, i would suggest you to also look for private colleges such as SRM University, Manipal University, BITS Pilani,VIT Vellore.
